Senior Vice President, Government Affairs - McGuireWoods Consulting: Ryan successfully established McGuireWoods Consulting’s Sacramento practice, spearheading a trusted and influential brand for a national firm entering the California market, expanding its reach and credibility with policymakers, regulators, and industry stakeholders.
Vice President, External Affairs – UnitedHealth Group: Led state/local engagement in California and Hawaii, advancing healthcare policy and procurement strategies for UnitedHealthcare and Optum.
Lead Lobbyist – Southern California Edison: Directed advocacy for one of the nation’s largest electric utilities, engaging on climate, energy, and regulatory policy.
Association Leadership: Former board member, Association of California Life & Health Insurance Companies; Advisory Group member, California Bureau of Automotive Repair.
Before entering the private sector, Ryan worked for four different members of the California Legislature in both the Senate and Assembly, including serving as Legislative Director to then–Majority Leader Ian Calderon (D-Whittier). He also worked on several political campaigns, gaining firsthand insight into how politics shapes California’s diverse communities. By coupling policy expertise with political experience, Ryan brings a unique perspective on how legislative decisions affect regions across the state—helping his clients effectively navigate California’s complex political landscape.
Ryan holds a Bachelor’s Degree from California State University, Sacramento where he was also a NCAA Division I Men’s Soccer athlete. He resides in Sacramento with his wife, three children and their golden retriever, grounding Benchmark Advocacy in the local community while driving statewide impact
